I know this to be true for two reasons. Firstly, I was at a meeting at work about our health insurance and was told they could. Secondly, I've done it before, however, I set up the payment plan after services rendered. Hospitals are normally pretty happy to set up a plan since people normally just don't pay. It might be different if you're trying to set up a plan beforehand, or if the surgery's cosmetic.
I'd talk to the hospital's billing office.

I just started reading your blog so perhaps this answer lies somewhere I did not read yet...
I have a friend who is going in for major surgery. She is responsible for 20% of the cost or about $7K. I did not think that hospitals and the related service providers could be paid via a payment plan and this blog comment states that they do/will. If this is true, how would she go about setting that up? Would she simply speak to the billing office of the hospital? Would she have to speak to all parties that provided services to her for her surgery? It is such a mess right now. You get billed by all these various departments not just the hospital. If she knew this was possible, she would likely move forward with it. As it stands, she doesn't have the dough and was worried they would require payment in full.
Could you please tell me why you know this? I mean 'know this'; no guessing please.
I am sure there is more I could ask and say, but for now I wanted to at least find this out.
